I am operating on a new laptop using windows 10. Repeat the process to get the rest of the photos if you have more than 1000 photos to download.
Your images will download into a compressed zip file which you can open and pull the photos out of. To download the selection, click the cloud symbol with the arrow pointing down on the top right hand corner of the webpage. You should also have a count on the top right of the webpage of how many photos you've selected. All the photos from the first one you click to the last one should now have the blue boarder. Hold "Shift" on your keyboard and left click the picture you have approximated to be the 1000th photo. Scroll down the webpage approximately 1000 photos (or a little under, max is 1000) Select the top photo by left clicking it once (you should see a blue boarder around the photo when it's selected). Under library on the left, make sure "photos" is selected You can download photos 1000 at a time on the web based iCloud interface. To follow up on my previous post, I did find a workaround.
